The bill amends Title 5 of the General Laws by adding a new chapter, Chapter 37.9, titled "Patient Payment Information." It prohibits healthcare providers from requiring patients to provide bank account information, credit card numbers, debit card numbers, or any other form of electronic payment information to be kept on file as a prerequisite for receiving treatment or office visits. A violation of this provision is classified as an unfair trade practice under existing deceptive trade practices laws.

The bill also clarifies that it does not affect a patient's obligation to pay for healthcare services, nor does it prohibit healthcare providers from requesting, collecting, or storing payment-related information if the patient agrees to provide such information. The act is set to take effect upon passage.
