The bill amends sections of the General Laws in Chapter 11-47, titled "Weapons," to introduce new regulations regarding the carrying of firearms in Rhode Island. It establishes that individuals must have a license or permit to carry a pistol or revolver, with specific exceptions outlined in the bill. Notably, it allows lawful residents aged twenty-one (21) years or older to carry a concealed handgun without a permit, provided they meet the following conditions: (1) the individual is not prohibited from owning or possessing a firearm; (2) the individual possesses a certificate of qualification issued in accordance with ยง 11-47-15 from an N.R.A. instructor or a police range officer, which must include specific details and cannot be more than four (4) years old; (3) the individual has a pistol/revolver safety certificate or hunter safety certificate recognized by the Rhode Island Department of Environmental Management; and (4) the individual has valid photo identification issued by a state or governmental agency and must present it upon demand by a law enforcement officer. The bill also includes provisions regarding firearm prohibitions and the conditions under which individuals may carry firearms while engaged in activities such as transporting to a target range. The act will take effect upon passage.
