This bill proposes the repeal of the current provisions regarding daylight saving time in the state, specifically Sections 42-5-1 and 42-5-2 of the General Laws. The new legal language establishes a permanent standard time, defined as United States Standard Eastern Time, which will be exempt from the time changes mandated by the federal Uniform Time Act of 1966. This permanent standard time will apply to all laws, statutes, orders, decrees, rules, and regulations relating to the time of performance of any act by any officer or department of the state, or of any county, city, town, or district thereof, as well as to all public schools and institutions within the state.
The act will take effect only upon the passage and enactment of a law establishing a permanent year-round United States Eastern Standard Time in the states of Connecticut, Massachusetts, New Hampshire, Rhode Island, and Vermont, and upon a date mutually agreed upon by these five states. This collaborative approach aims to synchronize timekeeping across the region, eliminating the biannual clock changes associated with daylight saving time.
