The resolution proposes the establishment of a special legislative commission consisting of fifteen (15) members to study safe staffing ratios in hospitals. The commission will report back to the General Assembly on or before March 31, 2027, and will expire on June 30, 2027. The commission's purpose is to conduct a comprehensive study and provide recommendations for safe staffing ratios in hospitals. Members of the commission will include representatives from both the House and Senate, hospital staff, hospital administrators, the Director of the Rhode Island Department of Health, the Rhode Island Attorney General, a patient advocacy representative, and labor organization representatives. The commission will analyze the impact of staffing on patient outcomes, workforce recruitment and retention, and financial implications for hospitals, as well as review best practices from other states. Members will not receive compensation or reimbursement for their services, and state departments are required to assist the commission as needed.
