The bill amends Chapter 31-3 of the General Laws regarding the registration of vehicles by introducing a new section that establishes a special motor vehicle registration plate for the nonprofit entity Real Access Motivates Progress. The administrator of the division of motor vehicles is empowered to make available these special plates, which will reference the organization and be displayed in place of standard registration plates. The original registration plates for the vehicle must be removed and returned to the division of motor vehicles, and the registration certificate for the special plates must be carried in the vehicle.
The design of the Real Access Motivates Progress plates will be the same size as regular motor vehicle plates and will be created in conjunction with the division of motor vehicles, with approval from the Rhode Island state police. The plates will be subject to compliance with minimum prepaid order requirements, and the initial order will be handled by Real Access Motivates Progress.
In addition to the regular motor vehicle registration fee, a $40 issuance surcharge will apply for the special plates, with $20 allocated to the general fund and the remaining $20 distributed annually to Real Access Motivates Progress to support accessibility programs and initiatives. A $10 surcharge will also apply for subsequent registration renewals, with funds similarly benefiting the nonprofit. Real Access Motivates Progress is required to use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and must submit an annual accounting report before the distribution of funds. There will be no refunds for early cancellation of the special plates. The act will take effect six months after its passage.
