The bill amends Chapter 16-45.1 of the General Laws regarding Career and Technical Education by introducing a new section, 16-45.1-4, which establishes a tuition formula for career and technical education programs. The Department of Elementary and Secondary Education is tasked with developing this formula in consultation with a workgroup that includes representatives from various educational and professional organizations. The completed formula must be provided to the chairs of the Senate and House education committees by December 31, 2027.

Additionally, the bill mandates that the tuition for all career and technical programs be posted on the respective school district's website, and the sending school district is responsible for remitting the tuition to the district operating the program. The workgroup convened by the Department will consist of stakeholders such as representatives from career and technical schools, the Rhode Island School Superintendents' Association, the Rhode Island Association of School Committees, the National Education Association, the Rhode Island Federation of Teachers and Health Professionals, and the Rhode Island Career and Technical board of trustees. This collaborative effort aims to assist the Department in creating a comprehensive formula for calculating tuition to career and technical education programs. The bill is set to take effect upon passage.
