The bill amends Section 39-3-37.3 of the General Laws concerning the informational requirements for electric bills issued by electric distribution companies. It mandates that these companies must include a conspicuous display on customer bills, which is defined as a visual illustration showing each component of the utility bill and the associated costs. This includes, but is not limited to, supply, distribution, transmission, ratepayer-funded programs and policy, taxes, and all other costs. The electric distribution company is required to consult with the division of public utilities in developing the bill format.

The bill also stipulates that any utility bill requiring a revision to comply with these provisions must be implemented no later than three years following the passage of the act. Additionally, a temporary version of the utility bill with the conspicuous display must be implemented no later than six months after the act's passage. The act will take effect upon its passage.
