The bill amends the General Laws of Rhode Island to establish prohibitions on the importation, transportation, disbursement, distribution, sale, or purchase of non-native (exotic) terrestrial invasive plants. It introduces a new section, 2-15-5.1, which prohibits any person from engaging in these activities concerning terrestrial invasive plants, with enforcement contingent upon the director's promulgation of relevant rules and regulations. Violations of this prohibition are subject to a fine of up to $500. The director is also tasked with maintaining a list of all prohibited terrestrial invasive plants, as well as a list of prohibited aquatic plants pursuant to section 20-1-26.
Additionally, section 20-1-26 is amended to include similar prohibitions for freshwater invasive aquatic plants, ensuring consistency in the management of invasive species across both terrestrial and aquatic environments. The act is set to take effect on January 1, 2027, allowing time for the necessary regulations to be established.
