The bill amends sections 23-96-2 and 23-96-3 of the General Laws concerning the prohibited release of balloons. It establishes civil penalties for violations, with any person or entity who violates this section subject to a civil penalty. The Department of Environmental Management (DEM) is granted jurisdiction to enforce these provisions in conjunction with state and local law enforcement. Additionally, the DEM is tasked with promulgating rules and regulations necessary to enforce the provisions of this chapter. The department is also authorized to pursue grants to create a public information campaign to inform the public about the provisions of this chapter and the hazards and damages that may stem from the release of balloons in violation of this chapter. The act will take effect upon passage.
