This committee will be responsible for drafting recommended regulations for homeless shelters, defining shelter characteristics, and addressing various operational concerns, including access guidelines, residents' rights and responsibilities, program standards, health and safety standards, and emergency shelter requirements. The act will take effect upon passage.
