The bill amends Section 31-28-7.3 of the General Laws regarding the disability parking enforcement program. It adds the governor's commission on disabilities to the list of participants in the program, which aims to enhance the enforcement of disability parking laws. The bill requires various state entities, including the state police, department of environmental management, and the department of behavioral healthcare, developmental disabilities and hospitals, to establish disability parking enforcement enhancement programs by January 1, 2000.

Beginning July 1, 2026, the governor's commission on disabilities will have input for any amendments, changes, or updates to the disability parking enforcement program. Furthermore, starting January 1, 2027, cities, towns, and state agencies involved in the program will be required to submit an annual progress report to the governor's commission on disabilities. This report will detail the collection of fines, enforcement procedures, and any challenges or successes encountered in the program. Following receipt of these reports, the governor's commission on disabilities may suggest improvements to the disability parking enforcement enhancement program. The act will take effect upon passage.
