The resolution celebrates Dr. Rosemary Costigan's appointment as the 6th President of the Community College of Rhode Island (CCRI) on June 18, 2025. Notably, she is the first alumna and the second woman to hold this position. Dr. Costigan has a strong educational background, having graduated from CCRI's Nursing Program, Rhode Island College, and the University of Rhode Island, where she earned both a Master's and a Doctorate in Nursing. Her career at CCRI has seen her rise through various roles, including faculty member, Department Chair, Assistant Dean of Nursing Education, and Vice President for Academic Affairs, culminating in her role as Interim President prior to her official appointment.

During her tenure as Interim President, Dr. Costigan has been instrumental in leading the college through significant growth and transformation, achieving a 10-year reaccreditation and securing the largest private donation in the college's history. Her leadership is characterized by a commitment to access, equity, and excellence in higher education, earning her respect and recognition within the academic community. The resolution expresses the House of Representatives' congratulations to Dr. Costigan on her inauguration and wishes her continued success and good health, while also directing the Secretary of State to transmit a certified copy of the resolution to her.
