The bill amends Chapter 45-53 of the General Laws, which pertains to "Low and Moderate Income Housing," by adding a new section specifically for the town of Tiverton. This new section, 45-53-17, allows the town to mandate additional well testing by developers for any private or public wells in close proximity to construction sites. The purpose of this testing is to ensure that the construction does not negatively impact the surrounding wells through dewatering or loss of effective recharge. This requirement must be fulfilled before any construction on low- or moderate-income housing can commence.

Furthermore, the bill stipulates that the testing must adhere to regulations set forth by the Department of Environmental Management and the Department of Health. It also grants the Department of Environmental Management the authority to issue rules and regulations to implement the requirements of this new section. The act is set to take effect immediately upon passage.
