Before any permits can be approved for activities that may impact the environment or increase cumulative risks, applicants must prepare a report assessing the environmental and public health impacts of the proposed activity, conduct public hearings that ensure fair treatment and meaningful involvement of the community, and provide the necessary documentation to relevant stakeholders. The DEM and the Coastal Resources Management Council (CRMC) are mandated to consider community support and the cumulative impacts of existing conditions when making permit decisions. The act will take effect upon passage.
