The bill amends the "Lead Poisoning Prevention Act" to require the department to ensure public access to a lead service line inventory and determine the existence or absence of lead within each water connection in its service area. Water suppliers are required to inspect properties with lead service lines or unknown service status at the request of the homeowner or tenant, at no cost to the property owner. The bill mandates that all mitigation measures and the replacement of entire lead service lines must be consistent with the current version of the Lead and Copper Rule, including 40 C.F.R. 141, Subpart I.

Additionally, the bill specifies that water suppliers shall replace the entire lead service line consistent with the current Lead and Copper Rule if lead is present. It also includes provisions for contingent funding and access to property for each water supplier. The act will take effect upon passage, reinforcing the commitment to reducing lead exposure in drinking water.
