The bill amends Chapter 31-3 of the General Laws regarding the registration of vehicles by creating a special motor vehicle registration plate for the nonprofit entity Real Access Motivates Progress. The administrator of the division of motor vehicles is empowered to make available these special plates, which will be designed in collaboration with the nonprofit and approved by the Rhode Island state police. The special plates will be displayed on the same registration number assigned to the vehicle and will replace the standard registration plates, which must be removed and returned to the division of motor vehicles.
The bill outlines requirements for minimum prepaid orders of the special plates, stating that they will not be issued unless these requirements are met. The initial order will be managed by Real Access Motivates Progress and will not be submitted for production until the minimum orders and necessary paperwork are completed. The administrator of motor vehicles will develop prepayment procedures and any other necessary procedures to implement this section.
In addition to the regular motor vehicle registration fee, a $40 issuance surcharge will apply to the Real Access Motivates Progress plates. Of this surcharge, $20 will be allocated to the general fund, while the remaining $20 will be distributed annually to Real Access Motivates Progress to support accessibility programs and initiatives. A $10 surcharge will also be applied for subsequent registration renewals, with those funds directed to the nonprofit.
The organization must use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and is required to submit an annual accounting report before receiving the allocated funds. The bill specifies that there will be no refunds for early cancellation of the special plates and is set to take effect six months after its passage.
