The bill amends Chapter 23-3 of the General Laws, titled "Vital Records," by adding a new section, 23-3-10.3, which allows individuals aged eighteen (18) years or older to request that the description of their race be modified or amended on their birth certificates in a manner that utilizes culturally sensitive language and terminology. Such requests must be made through the state office of vital records.

The Department of Health is authorized to promulgate rules and regulations and/or develop a process to accommodate all reasonable requests for modifying race descriptions in a culturally sensitive manner. This act will take effect upon passage.
