The bill introduces a new section, 42-61.2-19, to the General Laws of Rhode Island, which establishes a framework for "external online casino gaming." This section includes definitions for key terms such as "external game play activities," "external jurisdiction," and "external online table game." These terms refer to the operation and hosting of online table games in jurisdictions outside of Rhode Island where such activities are legally permitted. The bill specifies that the outcomes of these games will be generated based on images of gaming-related activities livestreamed from Rhode Island facilities, ensuring that local game play is not affected by external players.

The bill authorizes Twin River and Twin River-Tiverton to livestream gaming-related activities to one or more external jurisdictions for the purpose of facilitating external game play activities, subject to certain conditions. The Division of the state is directed to permit this livestreaming, and it will determine whether the external game play activities are permitted in the external jurisdiction. Twin River and Twin River-Tiverton will be responsible for reimbursing the state for any costs and fees associated with this livestreaming, including attorneys' fees. Additionally, they must indemnify the state against any claims, costs, or penalties related to the livestreaming of gaming-related activities.

The permission to livestream is non-transferable, allowing only Bally's Corporation or its affiliates to take over this responsibility. The act is set to take effect immediately upon passage.
