Additionally, the bill prohibits the use of mobile waste compaction technology, defined as a vehicle equipped with a crane and a spiked metal roller used to pulverize waste and recyclable materials contained in open-top roll-off dumpsters.

Furthermore, the bill modifies Section 23-19-13, which pertains to municipal participation in the state waste disposal program, by stipulating that all commercial recycling collection must be conducted in accordance with the provisions of the newly established section 23-18.9-19. The act is set to take effect upon passage.
