The bill amends Chapter 39-1 of the General Laws concerning the Public Utilities Commission by adding a new section, 39-1-64, which mandates that each electric distribution company and each gas distribution company provide a copy of the form, content, and design of proposed bills to be sent to customers to the Public Utilities Commission (PUC). The PUC is granted the authority to review the form, content, and design of electric and gas bills used by any gas or electric utility and require modifications if deemed necessary for the public interest or beneficial for the advancement of significant energy or environmental policy initiatives.

Furthermore, if a utility makes material changes to the form, content, or design of the bills sent to customers, it must file a copy of the new bill with the PUC, along with a complete explanation of the changes, within sixty days after implementation. The PUC will then open a docket to receive public comment and may hold hearings to review the changes. This act is set to take effect upon passage.
