This bill amends the existing law regarding the transportation of school pupils beyond city and town limits by establishing nine school bus districts instead of the previous five. Students who were receiving transportation under the old district system prior to December 30, 2025, will be allowed to continue until July 1, 2029, effectively grandfathering them into their original districts.

Additionally, the bill includes provisions for state funding related to excess transportation costs for students attending out-of-district non-public schools, ensuring that funding will not be less than the higher amount provided in fiscal years 2026 or 2027. Any unused funds from this allocation will be redirected to create a transportation subsidy for students who are homeless, in foster care, or have high special needs. The bill is designed to improve the overall transportation framework for students while addressing specific needs within the educational system.
