The resolution recognizes the celebration of the Cambodian New Year, known as Choul Chnam Thmey, which takes place from April 14th to 16th, 2025, marking the end of the harvesting season and the beginning of a new year. This year will be celebrated as "The Year of the Snake," and the three-day event includes significant traditions such as cleaning and decorating homes, offering gifts to elders, and participating in religious ceremonies. Each day of the celebration has its own meaning, with the first day symbolizing renewal, the second focusing on charity and respect for elders, and the third involving acts of contrition and cleansing rituals.

Furthermore, the resolution expresses appreciation for the contributions of the Rhode Island Cambodian community to the state's cultural diversity. It calls for the Secretary of State to send a certified copy of the resolution to Suonriaksmay Keo, the President of the Cambodian Society of Rhode Island, Inc., thereby formally acknowledging and honoring the significance of this cultural celebration within the state.
