The bill amends Section 11-49-4 of the General Laws in Chapter 11-49, known as the "Credit Card Crime Act," to include provisions regarding the fraudulent use of debit cards alongside credit cards. It introduces the phrase "Fraudulent use of credit or debit cards" and expands the definition of fraudulent activities to encompass the use of debit cards obtained or retained in violation of the law, as well as those that are forged.

The act clarifies that individuals who misrepresent themselves as cardholders or use cards without consent are subject to penalties based on the value of goods or services obtained. If the total value does not exceed $100 within a six-month period, the penalties outlined in 11-49-10(a) apply; if it exceeds that amount, the penalties in 11-49-10(b) are enforced. The act is set to take effect immediately upon passage.
