The bill amends Section 31-3-117 of the General Laws regarding the registration of special motor vehicle plates. It establishes that the minimum number of prepaid orders required for the issuance of special plates is set at six hundred (600) sets per plate type, both for plates authorized before and after July 2, 2018. However, it introduces a provision allowing this minimum to be reduced to one hundred fifty (150) sets per plate type if the sponsoring nonprofit entity submits the required orders and a nonrefundable payment to cover the difference. This payment is calculated based on the shortfall from the six hundred (600) orders.

Additionally, the bill repeals a previous provision that would have expired the ability to reduce the minimum number of prepaid orders by December 31, 2025. This change allows sponsoring nonprofit entities to continue to reduce the minimum number of prepaid orders indefinitely, thus facilitating the issuance of special plates. The act will take effect upon passage.
