The bill amends Section 31-3-117 of the General Laws regarding the registration of special motor vehicle plates. It establishes that the minimum number of prepaid orders required for the issuance of special plates is set at six hundred (600) sets per plate type. However, for plates authorized after July 2, 2022, this minimum can be reduced to one hundred fifty (150) sets if the sponsoring nonprofit entity provides the necessary orders and a nonrefundable payment to cover the difference. The division of motor vehicles is required to issue these plates within six months of receiving the orders and payment.

Additionally, the bill repeals a provision that would have allowed the ability of applicable sponsoring nonprofit entities to reduce the minimum number of prepaid orders to expire on December 31, 2025. This change ensures that sponsoring nonprofit entities can continue to reduce the minimum number of prepaid special plates beyond this date, thus facilitating the issuance of special plates even if the initial order numbers are not met. The act will take effect upon passage.
