The resolution proposes an appropriation of $400,000 to the Rhode Island Coastal Resources Management Council (CRMC) for the continuation of three critical tools developed by the University of Rhode Island's Coastal Resources Center (CRC) in response to the needs of emergency managers and state agencies for storm and flood preparedness. The tools include STORMTOOLS, which provides real-time flooding predictions; CHAMP (Coastal Hazards, Analysis, Modeling & Prediction), which assists emergency responders in assessing damage to infrastructure; and MyCoast, a platform for collecting crowd-sourced data on flooding and erosion.

The resolution highlights the importance of these research-based decision support tools in helping Rhode Island manage the challenges posed by future storms and flooding. It authorizes the state controller to disburse the funds as needed upon receipt of proper documentation.
