The bill amends Section 16-7.1-5 of the General Laws concerning the Paul W. Crowley Rhode Island Student Investment Initiative. It requires the board of regents to adopt progressive support and intervention strategies for individual schools that fail to meet performance goals. The intervention and support by the department of elementary and secondary education may only be exercised in up to two schools within one school district at any given time. This limitation does not apply to any intervention, support, and control that has been initiated and is in effect prior to or as of July 1, 2025.

The bill removes references to school districts in certain contexts, emphasizing individual schools instead, and eliminates a provision regarding the allocation of funds for the Rhode Island Consortium for Instructional Leadership and Training for FY 2007. The act is set to take effect on July 1, 2025, and aligns the intervention strategies with the Comprehensive Education Strategy and the principles of the School Accountability for Learning and Teaching (SALT).
