A $10 surcharge will also apply for subsequent registration renewals, and the association is required to use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations. The bill stipulates that there will be no refunds for early cancellation of the plates and requires the association to submit an annual accounting report before funds are distributed. The act will take effect six months after its passage.
