The bill amends existing laws related to "Commercial Sexual Activity" by establishing a mandatory "commercial sex buyers accountability program" for individuals convicted of soliciting prostitution or procuring sexual conduct for a fee. Individuals found guilty under the relevant sections (11-34.1-3 and 11-34.1-6) will be required to participate in this educational program and pay a mandatory fee of one thousand dollars ($1,000).
The program is designed to increase awareness of the causes of prostitution and its relationship to human trafficking, the health risks associated with prostitution, the consequences of convictions for prostitution or human trafficking, and the long-term physical and psychological harms of prostitution and human trafficking on victims.
Additionally, the bill specifies that individuals convicted of soliciting prostitution from motor vehicles will also be required to participate in the accountability program and pay the same fee. The funds collected from the mandatory fees will be allocated to the crime victim compensation fund, with a portion distributed to the approved provider of the accountability program and to the law enforcement agency involved in the arrest.
The bill aims to enhance accountability for individuals engaging in commercial sexual activities while providing educational resources to deter future offenses. It will take effect upon passage.
