The bill amends existing laws related to "Commercial Sexual Activity" by establishing a new "commercial sex buyers accountability program" for individuals convicted of soliciting prostitution or procuring sexual conduct for a fee. Individuals found guilty under the relevant sections (11-34.1-3 and 11-34.1-6) will be required to participate in this educational program and pay a mandatory fee of one thousand dollars ($1,000).

The program aims to increase awareness of the causes of prostitution and its relationship to human trafficking, the health risks associated with prostitution, the consequences of convictions for prostitution or human trafficking, and the long-term physical and psychological harms experienced by victims.

Additionally, the bill specifies that the fee collected from participants will be allocated to the crime victim compensation fund, with portions designated for the approved provider of the accountability program and the law enforcement agency involved in the arrest. The act is set to take effect upon passage.
