The bill amends various chapters of the General Laws to establish a voluntary fire safety program for electric and hybrid motor vehicles. It mandates the Office of State Fire Marshal to create identification stickers for vehicles powered in whole or in part by high-voltage lithium-ion storage batteries, which can be affixed to enclosures housing these vehicles. Registrants can request these stickers through an online application or in person, and the Office is authorized to promulgate rules and regulations to assist fire departments and fire districts in implementing the program.
Starting January 1, 2026, individuals registering or renewing their electric or hybrid vehicle registrations will be informed about this program and given the opportunity to obtain a sticker to affix to any enclosure housing their vehicle. The Division of Motor Vehicles is required to maintain a list of registered electric and hybrid vehicles and provide quarterly updates to fire departments and fire districts, ensuring that no personal information is shared.
Additionally, the Rhode Island Infrastructure Bank is authorized to assist in funding the efforts of the state fire marshal in carrying out the objectives of the electrical fire safety program through the clean energy fund. The act is set to take effect on January 1, 2026, promoting safety for first responders in relation to electrical fires associated with these vehicles.
