This bill amends various chapters of the General Laws to require health insurance providers to cover specific services provided by pharmacists, effective January 1, 2026. The services eligible for coverage include:
1. Evaluation and management of a patient, which requires a medically appropriate history and/or examination and medical decision making;
2. Medication therapy management review;
3. Immunization education and administration;
4. Administration of medications; and
5. Ordering and evaluation of clinical laboratory tests.
The bill stipulates that no nonprofit medical service corporation may require supervision, signature, or referral from another healthcare provider as a condition for reimbursement to pharmacists. Additionally, it mandates that health plans include an adequate number of pharmacists in their networks and ensures coverage for services outside the insurer's network if those services are unavailable within it.
The provisions of this bill will sunset on January 1, 2030, unless extended by the General Assembly. The bill also requires the Executive Office of Health and Human Services to apply for any necessary amendments to the state Medicaid plan to implement these changes.
