The bill amends Section 40-5.2-20 of the General Laws in Chapter 40-5.2, known as "The Rhode Island Works Program," to expand childcare assistance eligibility for families. Effective January 1, 2025, the Department of Human Services will provide childcare assistance to families with incomes below two hundred sixty-one percent (261%) of the federal poverty level, which is an increase from the previous threshold of two hundred percent (200%). The bill also removes provisions that previously allowed assistance for families with incomes below one hundred eighty percent (180%) of the federal poverty level, as well as the temporary assistance for families below two hundred percent (200%) that was set to expire at the end of 2024.
Additionally, the bill introduces new provisions for families meeting the requirements of a protective services category, as defined in federal regulations, ensuring that vulnerable children, including those supported by the Department of Children, Youth, and Families (DCYF), receive necessary childcare assistance. The Department is tasked with maintaining compliance with federal requirements in its rules and regulations. The act will take effect upon passage, emphasizing the state's commitment to supporting working families and vulnerable populations in accessing childcare services.
