The bill amends Chapter 45-53 of the General Laws concerning "Low and Moderate Income Housing" by introducing a new section, 45-53-14.1, which mandates municipalities to report on single-family low- or moderate-income housing. The Rhode Island Department of Housing, in collaboration with the Rhode Island Housing and Mortgage Finance Corporation, is tasked with maintaining an online database of available rental units and single-family homes that qualify as low- or moderate-income housing. Additionally, the department will compile a list of individuals who wish to receive notifications about available properties.
Starting December 31, 2025, municipalities are required to provide monthly updates to the department regarding their inventory of low- or moderate-income housing, including contact information for available properties. The department will then disseminate this information to registered individuals via email or text. The department is also required to provide annual reports to the Speaker of the House and the Senate President by January 31, detailing the number of single-family low- or moderate-income housing properties and rentals in existence and under construction, indexed by municipality.
Furthermore, the bill stipulates that the information must be publicly accessible on the department's website by April 2, 2026, and updated monthly thereafter. Notice of available statewide rental units and housing collected pursuant to this section shall be provided monthly to each municipality and municipal housing authority for public observation. The department is authorized to promulgate rules and regulations necessary to carry out the provisions of this section.
