The bill amends Chapter 16-7.1 of the General Laws, known as "The Paul W. Crowley Rhode Island Student Investment Initiative," by establishing school-based councils and a central advisory board within the Providence public school district (PPSD). The new sections outline the formation of these councils at each public school, which will consist of the building principal, up to six parents of students, two teachers, two community residents, and one student in high schools. The councils are tasked with approving school improvement and expenditure plans, holding public meetings, and facilitating communication between the schools and the Providence public school board.

Additionally, a central advisory board will be created, composed of members elected from each school-based council, to enhance communication and relationships between the schools and the school board. The central advisory board will elect an executive board from its members to provide leadership and act in an advisory capacity to the Providence school board.

The bill defines key terms related to the school-based councils and outlines their powers, duties, and operational procedures. It specifies the selection process for council members, the term lengths for various positions, and the requirement for councils to meet at least two times during the academic year. Importantly, the councils will not have the authority to alter collective bargaining agreements or hire and terminate personnel. The provisions in this act are specific to the city of Providence and will take effect upon passage.
