The bill amends Chapter 12-5 of the General Laws by adding a new section titled "Warrant for a tracking device." This section defines a "tracking device" as an electronic or mechanical device that permits the tracking of the movement of a person or object. It establishes the requirements for obtaining a warrant for the installation and use of such a device, which must include the date and time of issuance, the grounds for probable cause, and the identification of the person or property to be tracked. The warrant must command law enforcement to complete the installation of the device within ten days of issuance and specify a reasonable length of time for the device's use, not to exceed fifteen days from the date of issuance. The court may grant one or more extensions for good cause, with each extension not exceeding fifteen days. The act will take effect immediately upon passage.
