The bill amends existing laws regarding the regulation of sales of alcoholic beverages and the issuance of identification cards in Rhode Island. It introduces new provisions under Section 3-8-6, which addresses unlawful drinking and misrepresentation by underage persons. This section establishes penalties for individuals under 21 who attempt to purchase or consume alcohol, as well as for those who misrepresent their age using false identification.

Additionally, the bill includes a new section, 3-8-6.1, which pertains to identification cards for persons under the age of 21, outlining specific requirements for documentation and fees. It mandates that the Division of Motor Vehicles (DMV) issue identification cards to individuals over 21, while prohibiting individuals from holding multiple driver's licenses or identification cards from different jurisdictions. Specifically, no person who holds an operator's license, driver privilege card, or identification card issued by this state or any other state or jurisdiction shall be issued a Rhode Island identification card unless they surrender all valid licenses and identification cards in their possession.

Furthermore, the bill updates the terminology in the Rhode Island salvage law, changing "re-constructed salvage" to "rebuilt salvage." The changes in Sections 1 and 2 will take effect upon passage, while the amendments in Section 3 will take effect six months after passage.
