The bill amends existing laws regarding the regulation of sales of alcoholic beverages and the issuance of identification cards in Rhode Island. It introduces new provisions under Section 3-8-6, which addresses unlawful drinking and misrepresentation by underage persons. This section establishes penalties for individuals under 21 who attempt to purchase or consume alcohol, as well as for those who misrepresent their age using false identification.

Additionally, the bill creates Section 3-8-6.1, which pertains to identification cards for persons under the age of 21, and mandates that the Division of Motor Vehicles (DMV) issue identification cards to individuals over 21, with specific requirements for documentation and fees. It prohibits the issuance of such cards to those who already hold a driver's license or identification card from any state or jurisdiction.

The bill also amends Section 31-10-1 to require individuals to surrender all valid operators' licenses and identification cards before receiving a new operator's license in Rhode Island, thereby preventing the holding of multiple licenses. Furthermore, it updates the Rhode Island Salvage Law by changing the terminology from "re-constructed salvage" to "rebuilt salvage."

The provisions in Sections 1 and 2 of the bill will take effect upon passage, while the changes in Section 3 will take effect six months after passage.
