The bill establishes a Solar Siting Advisory Taskforce to provide recommendations, advice, and guidance to expedite and facilitate the development of solar energy systems on eligible properties owned by the state. Eligible properties include parking areas and rooftops of public, municipal, or state-owned buildings, as well as interstate rights of way and other locations determined appropriate by the taskforce.

The taskforce will consist of nine members, including the director of the department of transportation, the chairpersons of the state properties committee and the public utilities commission, the director of the department of environmental management, the commissioner of the office of energy resources, the secretary of commerce, one representative from an electric distribution company appointed by the governor, and two public members with experience in the assembly and installation of solar energy systems, also appointed by the governor.

The taskforce is tasked with providing recommendations to state agencies regarding the proposed use of eligible properties for solar energy system installations and making suggestions to advance successful installations. Additionally, the taskforce is required to submit an annual report detailing its activities and a cost-benefit analysis of implementing solar energy systems on eligible properties, starting on or before September 8, 2026, and annually thereafter.

The provisions of this chapter will expire and sunset on September 8, 2028, and the act will take effect upon passage.
