The bill establishes a Solar Siting Advisory Taskforce within Title 39 of the General Laws, aimed at facilitating the development of solar energy systems on eligible properties owned by the state, including parking areas of public, municipal, or state-owned buildings, and interstate rights of way. The taskforce will consist of nine members, including the director of the department of transportation, the chairpersons of the state properties committee and the public utilities commission, the director of the department of environmental management, the commissioner of the office of energy resources, the secretary of commerce, one representative from an electric distribution company appointed by the governor, and two public members with experience in solar energy systems, also appointed by the governor.

The primary purpose of the taskforce is to provide recommendations, advice, and guidance to expedite and facilitate the development of solar energy systems on eligible properties. The taskforce is required to submit an annual report detailing its activities and a cost-benefit analysis of the implementation of solar energy systems on eligible properties, with the first report due on or before September 8, 2026. The provisions of this chapter will expire and sunset on September 8, 2028.
