The bill establishes a new section in Chapter 30-14 of the General Laws titled "Protecting Rhode Island against the use of nuclear weapons," also known as the "Safeguard Rhode Island against the use of nuclear weapons act." It creates a special legislative commission composed of eleven members who are U.S. citizens and residents of Rhode Island, reflecting the state's demographic diversity. The commission will be appointed by various state officials, including the Speaker of the House, the President of the Senate, the Attorney General, and the Secretary of State in consultation with the Governor.

The purpose of the commission is to investigate and report on necessary measures to protect the environment, wildlife, culture, and population of Rhode Island from the existential threat posed by nuclear weapons. It will address various harms, including physical destruction from explosions, infrastructure collapse, disruption of essential services, environmental devastation, severe harm to residents' well-being, and the potential for severe disruptions from a nuclear attack on nearby cities.

The commission's deliberations will also consider the risks of nuclear escalation and the scientifically validated dangers of a "nuclear winter." It will investigate measures to assist or encourage the transition from nuclear weapons-related employment to jobs that address pressing social needs, such as healthcare, housing, education, and the elimination of poverty and discrimination.

The commission is required to hold at least five public hearings across the state to gather input from citizens and inform them about the humanitarian and environmental consequences of nuclear weapons use. It will report its findings and any legislative drafts to the General Assembly, Governor, Lieutenant Governor, Secretary of State, Attorney General, and members of the Rhode Island congressional delegation, as well as to the press and the general public, no later than August 6, 2026. Members of the commission will serve without compensation, and state agencies will provide necessary support for the commission's activities.
