The bill amends Chapter 39-1 of the General Laws by adding a new section titled "Cap on energy distribution fees." It establishes that any public utility, as defined in 39-1-2, shall not increase the transmission and distribution fees paid by consumers on billing statements for a period of two years, commencing July 1, 2025, unless such an increase is approved by affirmative action of the General Assembly. The provisions of this section do not apply to utilities having fewer than 7,500 utility accounts. This act will take effect upon passage.
