This resolution addresses the financial needs of three nonprofit organizations dedicated to assisting refugees in Rhode Island: the Refugee Dream Center (RDC), Higher Ground International, and Dorcas International Institute of Rhode Island. Founded in 2015 by Dr. Omar Bah, the RDC focuses on helping refugees with employment, education, housing, and essential skills necessary for navigating life in the U.S. However, due to recent executive orders that have suspended the State Department’s refugee program, these organizations have lost federal funding and staff, which has significantly impacted their ability to provide support.

To mitigate this loss and ensure continued assistance to refugees, the resolution proposes an appropriation of $250,000 to each of the three organizations for the fiscal year 2025-2026. The state controller is authorized to disburse these funds as needed, based on properly authenticated vouchers. This financial support aims to help these organizations maintain their operations and continue providing vital services to refugees and marginalized communities in Rhode Island.
