The bill amends the "Residential Landlord and Tenant Act" to update notice requirements for terminating various types of tenancies and enhance tenant protections. For month-to-month tenancies, the notice period is increased from thirty days to sixty days, with an additional requirement for landlords to provide at least one hundred twenty days' notice for tenants aged sixty-two years or older. The bill maintains the existing three-month notice requirement for year-to-year tenancies.

Additionally, the bill revises eviction-related notices and complaint forms, introducing specific templates for a five-day demand notice for nonpayment of rent, a notice of noncompliance, and a notice of termination of tenancy. It also includes new sections that require landlords to provide tenants with a blank answer form, which includes a section titled "TENANT'S ANSWER" for tenants to assert defenses against eviction, and a "COUNTERCLAIM" section for tenants to seek damages from landlords. The act aims to increase notification periods for rent increases and termination of tenancy for month-to-month tenants, ensuring they have adequate time to respond to changes. The act will take effect upon passage.
