The bill amends Chapter 23-27.3 of the General Laws, known as the "State Building Code," by introducing a new section titled "Construction fencing safeguards." This section prohibits owners, operators, or managers of construction projects from securing construction sites with locked gates, fences, or barriers that obstruct access for vehicles or pedestrians. It mandates that at least one access point must remain open at all times during construction to allow workers to enter and exit freely.

Violations of this new regulation will result in a written warning for the first offense, requiring the operators to unlock the barrier. For subsequent violations, work on the site will be halted until a hearing is conducted with the director of the department of labor and training, and a fine of $1,000 will be imposed for each day the site remains locked without an open access point. This act is set to take effect immediately upon passage.
