This bill amends Section 42-12.3-3 of the General Laws concerning "Health Care for Children and Pregnant Women" to extend eligibility for services provided by licensed certified lactation counselors to individuals eligible for RIte Start. Effective October 1, 2025, this eligibility will continue through the last day of the month in which their twelve (12) month postpartum period ends. Coverage will be provided regardless of federal financial participation, ensuring that eligible Rhode Island residents can access these services. The Executive Office of Health and Human Services is directed to maximize the use of federal financial participation to provide coverage under this section, with state-only funds being utilized only if federal financial participation is not available. The act will take effect upon passage.
