The bill amends the General Laws concerning the Department of Environmental Management by establishing a new section, 42-17.1-2.6, which creates a restricted receipt account known as the “environmental law enforcement on federal property and boating accidents account.” This account will be part of the state’s general fund and will be utilized to ensure compliance with federal environmental laws on federal properties and to respond to boating accidents. Additionally, revenue generated from agricultural programs administered by the department will be deposited into this account.

Furthermore, the bill introduces section 42-17.9-7.1, which mandates the Department of Environmental Management to develop, maintain, and continuously update a list of projects eligible for forest and open space land conservation funding in accordance with several federal acts, including the Agricultural Act of 2014, the Agricultural Improvement Act of 2018, and the 2022 Inflation Reduction Act. This act will take effect immediately upon passage.
