The bill amends Section 42-12.3-3 of the General Laws in Chapter 42-12.3, titled "Health Care for Children and Pregnant Women," to expand Medicaid coverage for pregnant individuals with family incomes between 185% and 250% of the federal poverty level. It authorizes the Secretary of the Executive Office of Health and Human Services to amend state plans under Title XIX and Title XXI of the Social Security Act to provide this coverage. Additionally, the bill establishes a payor of last resort program for maternity care for uninsured pregnant individuals, including noncitizens, and outlines the services to be provided, such as ante-partum and postpartum care, delivery, and newborn hospital care.

Furthermore, the bill introduces new provisions for self-measured blood pressure monitoring services for eligible pregnant and postpartum individuals, which includes coverage for home blood pressure monitors and associated training and support. This service will be available without regard to federal financial participation, ensuring that state funds are utilized only when federal funds are not available. The bill is set to take effect upon passage.
