The resolution honors Victor M. Mendoza, a prominent figure in the Hispanic community of Rhode Island, recognizing his significant contributions over more than forty years of public service. Born in the Dominican Republic, Mendoza immigrated to the United States in 1969, where he worked multiple jobs while pursuing the American dream. He later became the first Latino Employment Counselor in Rhode Island after completing a training program and earning a Bachelor’s degree in Human Services from New Hampshire College. His commitment to community organizing led him to establish and co-found several influential organizations that have positively impacted the Hispanic community.

Among the organizations he founded or co-founded are The Coalition of Hispanic Organizations of Rhode Island, The Hispanic Cultural Arts Committee, and the Hispanic Political Action Committee. These initiatives have played a crucial role in promoting Hispanic culture, arts, and political representation in the state. The resolution expresses gratitude to Mendoza for his dedication and service, and it directs the Secretary of State to transmit a certified copy of the resolution to him as a formal acknowledgment of his contributions.
