The bill amends the General Laws in Chapter 23-27.3, known as the "State Building Code," to establish and operate electronic permitting platforms for state and local permitting processes in Rhode Island. It defines electronic permitting as the use of computer-based tools and services that automate and streamline the application and permit process, including applications, submissions of plans, reviews, permitting, scheduling, project tracking, and fee calculation.
The bill requires that by October 1, 2026, all municipalities, as well as the Department of Transportation, the Department of Environmental Management, and the Coastal Resources Management Council, must adopt and implement a single electronic permitting platform for all applications filed under their respective chapters. Each of these entities is mandated to charge an additional one-tenth percent (.1%) of the total application fee for each application submitted, which will be transmitted monthly to the state building office to support the operation of the electronic permitting system.
The state building commissioner is tasked with developing a standard statewide process for electronic plan review, permit management, and inspection, and is authorized to promulgate rules and regulations to implement the provisions of this bill. Additionally, all acts, requirements, filings, and documents necessary for compliance with the application process must be conducted electronically by the specified deadline.
The bill also introduces new language regarding the applicability of the State Building Code and repeals certain sections of the current code. Overall, the legislation aims to modernize the permitting process, enhance efficiency, and ensure consistent enforcement of building codes across the state.
