The bill amends Section 45-15-5 of the General Laws in Chapter 45-15, which pertains to actions by and against towns. It establishes a process for individuals to present claims or demands against a town or city to the respective town or city council. If the town or city treasurer does not satisfy the claim within 40 days, the individual may initiate legal action against the treasurer for recovery.

Additionally, the bill requires that each fiscal year, every town and city must disclose on their official website the following information regarding any legal actions in which they are named as defendants: (1) the number of legal actions; (2) a short summary of the substantive issues of the legal action; (3) the name of the attorney representing the town or city; and (4) a detailed account of all costs and expenses related to the legal action, including court costs, legal fees, and compensatory damages. The act will take effect upon passage.
