The bill amends Section 44-20-61 of the General Laws in Chapter 44-20, which pertains to the regulation of electronic nicotine-delivery system products. It introduces new definitions, including "characterizing flavor," which refers to any distinguishable taste or aroma in these products that is not tobacco or menthol, and "flavored electronic nicotine-delivery system product," which is defined as any product that imparts such a characterizing flavor. Additionally, the bill defines "vape shop" as a premises dedicated to the sale and distribution of nicotine-delivery system products to consumers over the age of 21.

The bill prohibits the sale or possession with intent to sell flavored electronic nicotine-delivery system products within Rhode Island, with the exception of sales occurring at vape shops. Compassion centers and licensed cultivators are exempt from this prohibition, but only for products that do not contain tobacco or nicotine. The act is set to take effect upon passage.
