The bill amends the Rhode Island Uniform Commercial Driver's License Act by introducing a new section, 31-10.3-13.1, which mandates education and training on human trafficking for commercial driver instruction. It requires that any trade school or education program offering instruction for commercial motor vehicle licensure must include industry-specific training on the recognition, prevention, and reporting of human trafficking as part of their curriculum.

The office of the postsecondary commissioner is designated to ensure that the instruction requirements of this section are met. The commissioner, in conjunction with organizations that specialize in the recognition and prevention of human trafficking, is responsible for annually reviewing and updating the training to incorporate changes and trends in human trafficking. This act will take effect upon its passage.
