The bill introduces a new section to the "Good Samaritan Overdose Prevention Act of 2016," mandating that every institute of higher education in Rhode Island, including all public and private colleges and universities, provide training in the administration of opioid antagonists to every designated resident assistant. It requires these institutions to maintain an adequate supply of opioid antagonists on-site in their housing units, ensuring that they are accessible for emergencies involving students, staff, or other individuals.
Additionally, the bill allows colleges and universities to designate additional trained employees or staff members to administer opioid antagonists voluntarily when resident assistants are not physically present at a suspected overdose incident. It provides legal protections for individuals and entities acting reasonably and in good faith in compliance with this section, stating that they will not be subject to criminal, civil, or administrative liability solely by reason of such action, nor will they face liability, penalty, or disciplinary action based on any college or university rules, regulations, or procedures. The act is set to take effect upon passage.
